Although a lot was said that PM give special emphasis on IR and want it to be a driver for growth of Indian Economy, as IR is close to his heart, but the reality is different. This govt too is giving more emphasis and funds to airlines & road ways which are much inefficient, costly, and environmentally undesirable as compared to Rail transport.
Subsidy given by Govt to regional operators/ passengers in the UDAN scheme on one hand and charging service tax to acc, acIII and other ac class passengers proves that cramped ac travel in ACIII is considered more luxurious than air travel.
