Going by past records, Mr Prabhu is one of the most apolitical minister in the Central Govt. Mr. Prabhu did not contest lok sabha election and still had been inducted as RM through Rajya Sabha route, due to his clean image and based on his superb performance as power & Energy ministry.
Looks like (being a CA) Mr Prabhu (a non BJP- non elected minister) is primarily given the task of improving IR finances only, rest (new trains etc) are being under the MoS/ BJP.

Is he being used as a guided missile by BJP or BJP is doing a "Manmohan" to him i.e. what Congress did to Mr Manmohan Singh i.e. using his good image to the hilt for the benefit of Party High Command. After UP elections, picture shall be more clear.

Though he may sound and come across as apolitical, being a armchair politician he is more into managing headlines and needy for approval of newspaper editorials. Hence the numerous show-ups at media house conclaves/meets and general back-slapping events.

Whatever RB he inherited he has continued. Few powers have been disbursed to lower levels but small things like even extending a DEMU, the zones need RB approval.
