For getting into a loco do we need any written permission from railway division/officials.?

They are not legel. My uncle loco pilot told me that person who is friend of loco pilot can be a dangerous person . So IR can't take the risk of so many lives.

And the person inside loco can divert the concentration of LP . and their are so many reasons. LP is not the owner of that Loco.
