The state where there is least dirt is that where least industrialization happened so far....
Most of the BG line electrified and minimal diesel locos run of the CG track.
Freight trains do not dirty tracks. Most of the trains are freight trains. More and more freight trains continued to be operated.
With new passenger trains sparingly introduced as compared to other trunk routes, why the tracks shall get more dirty?.
