There is no particular criterion for a fast passenger now.
However, in the earlier days, passenger trains which skipped a few stations on their route instead of halting at all or most stations, were called fast passengers. These had lesser halts than passengers and more than the expresses. Fast passengers also used to have a few reserved coaches unlike normal passengers.
Overtime, many of the fast passengers got extra halts and gradually they became the same as normal passenger trains.The term doesn't mean anything now.
