Ha, to saalo se kiraya na badhane ka anjaam yahi to hota hai. Salary badhti gayi lekin kiraya nahi badha. Aaj bhi agar kiraya 1 rupya badhega to sub urban rail commuters aisa bawaal machaayenge maano unke salary ka poora hissa ghar se office or office se ghar jaane mein hi kharch ho jaata hai. Ab bhi railway ko dynamic fare system chhodkar sabhi categories mein flat badhotari karni chahiye. Especially suburban, general and sleeper class. Special trains mein suvidha ke jagah tatkal fare system laga dijiye, aap jo revenue ummeed karenge milega. UDAN scheme mein bahut complications hai, isliye railway ko uska faayda uthaana chahiye, na ki empty suvidha specials chala kar apne revenue se haath dhona chahiye.

Fares should be revised again and ticket less travellers should be fined high.
Many passengers take general ticket n board into sleeper classes in many trains. And they would be lucky enough if TT didn't comes .. They should be fined and suburban fares can be increased if needed

Ticketless travellers point, I think no minister has ever taken into consideration. For those who cannot buy tickets due to long queues and departing train, for them more UTS counters should be made functional at big stations. And for habitual ticketless travellers, their record should be kept linked to aadhar card and connected with central server. First mistake should be pardoned, second mistake should be fined normally and on third mistake heavy fine with jail should be implemented. Though ticketless travelling rule present today is also effective but that is merely implemented properly. If present rule is also implemented thoroughly this might also help to a great extent. I have seen people who have ample amount of money in pocket, but talking to their relative " ticket kya lenge, jara door to hi jaane thha. TTE aayega to dekha jaayega". Wo jara door kabhi kabhi 3-5 ghante ki journey...

If digitization has to be made then I think suburban tickets should be made online too by cashless payment mode like in irctc ... People who r in rush can get their ticket online ...
