Dont believe it. There is no location based access controls as far as IRI server's settings are concerned. Same can't be said about countries where strict censorship on online content is in place. For eg. in China, many blog forums etc are inaccessible (manually blocked by government).
I dont think Canada is restrictive on any online contents.
