Lucknow junction is PQ location and charting station for Lucknow and Unnao

Yes. But see the halt note carefully.Its just mentioned that ON comes under PQ.
If this is right than just think how many halt note will be there at every station of every train
This is wrong Tradition according to me If this happens than all IRI member will update all Station with RLWL ,PQWL and etc.
