Actually as per my experience in Mangalore,its the opposite.SOME can speak.
In mangaluru central i have heard even RPF talking in malayalam.

This article mentions how railway officials research to make a train service (CAN-KGQ-BYNR passenger) good for nothing by making inconvenient time schedule due to which neither people of kerala nor Mangaluru people make use of it...Thats why i tagged MAJN & BYNR......
