Didn't quite look like a caution order, I think WL mainline is fit for a near MPS skip.
It appears to be a technical halt. The last time I traveled from NZM back in April, It was stopped, may be to load food or change LP, as there is no stop after Balharshah.
It's a technical halt. TNSK also does the same.
As far as I think, it is for Caution order only.
