What is the reason behind it ? Just for generating income through cancel charges or is it passenger's fault... that they are taking wl tkt in hope ; that it would get cnf ....

Only 3A is is not in loss.
But buses donot generate wl tkt they not get cancel charges than also they are in profit eg. VOLVO
But IR give wl tkt and if remained wl (which is fault of IR ) not of passenger .pass. had to bear cancel charges which is side income ofIR than also this data is showing IR Is in loss.
