those are for Crew change, as that allows KR's crew to drive trains in their own territory
NGTN is too small, it has 3 Pf's but the place is nothing more than a sightly big village; the reliance petrochemical plant (formerly IPCL) is the only major thing there and as such can't drive any demand whatsoever.

Agreed. But some short distance trains, like Mumbai-Chiplun, can surely stop to improve occupancy.

the timings are odd, but screw that, atleast Pen got a halt.

That is most likely to happen. no one is going to take a train that reaches at 2:48 am.
Also, all sleeper coach train for such a short distance. it should have been 7:50 am Dadar - Sawantwadi spl to halt at Pen first then all these trains.
