All signals generally have a certain 'signal overlap'. This is a fixed length of track of the track beyond the signal for that section, that must be clear, for the signal to turn green. In this case, this board very likely marks the end of the overlap region for the starter signal for loop line No:4. So if the line upto this point is clear, then loop line No:4 can have a green signal.
