At present SR have highest number of WAP 4 in form of ED shed around 115 and RPM have 66 WAP 7 and also RPM and AJJ have much amount of Eloco. But the thing is these locos are being extensively used to haul trains within Kerala and Karnataka. Also Tamil Nadu and Kerala have more kms of electric lines than Karnataka and you should know that almost 7/10 of a train in SR use Eloco. But we still have some trains like 16332 using eloco upto Guntakal, Jayanti Janta using Eloco from CAPE to Guntakal. We have many trains within Kerala using using ED locos from Trivandrum,Ernakulam to Shoranur. 4 trains use ED,RPM locos upto Mangalore also. All the trains from Ernakulam,Coimbatore,TVC,Shoranur to Chennai,Delhi, Kolkata and Guwahati (till Rake reversal takes places)use SR loco.

So how come u say CBE RJT cant get E loco ? With allotment in RPM rising up. AJJ have been given the locos of RPM as well. SR is getting a handful of E locos.
Once GTL ELS is commissioned , it can be done very easily. I'm very much aware of loco usage of SR trains. SR is rated as the worst in terms of loco usage as well. The earlier plan was to run E loco all the way till CSTM with D loco hauling in Daund to Wadi with E loco as dead for all Mumbai Chennai trains. The plan has been paused for a while.

TVC up to MAQ is in SR, so SR has to provide loco from their sheds only. unless of course SR decides that they need a dedicated shed to serve South TN, West coast ED/RPM/AJJ would be doing that work. Another aspect that would be taken into consideration is progress of konkan railway electrification, if that gets executed significantly faster the necessity for a dedicated shed on west coast increases further.
I am saying that if at all in future, Mangalore line starts getting Eloco all trains from TVC,ERS be it Rajdhani,Duronto,will start geting eloco. Now the only electrification part will be left is Mangalore-Verna. Since Roha-Verna section is sanctioned to L&T,then in future all trains will get Eloco of SR unless or otherwise new loco shed is not planned within Kerala, all this train will get Eloco just like Himsagar,Millenium,Swarna Jayanti,Kerala Express, Vivek,Guwahati Express, and much more trains needless to say of ED,RPM,AJJ shed.
Right now what I think is there is some problems in building of TSS at Tirur side.
