Agar local administration ko dikkat na ho to stations like DHN and TATA may have 3rd language as Bengali. TATA had few instruction boards in Bengali during my visit in 2016-17. Now they have all been renewed with English, Hindi ones.
I guess KGP is only to have 4 languages in SER (3+Odia) in various instruction boards. You may notice them in PF 1A, 2A etc. Though TB includes primary 3 only.

If u look at both jamshedpur and dhanbad both have dominant bengali population.
There is also an long attempt to make bengali being recognized as second language of jharkhand.
Primary being headed by the bengalis from dhn and tata but lacking support eslewhere.
