Jaise har gaari ka apna number hota hai usi tarah har locomotive ka apna unique number hota hai.
Example there are many WAP5 locos in IR.But bina koi specific identity ke bina kaise pata chalega konsa wap5 kis shed ka hai,maintainence kis loco ka karna hai etc.
So these 5 digits number are given to them which makes them apart from each other.

Road number is a 5-digit number used for various locomotives across IR. In schools/colleges, a roll number is allotted to a particular student for the sole purpose of identification. In a similar way, IR identifies its locos with the help of road number.
30003 is road number of WAP5 locomotive, road number differentiates 2 locos of same class and also the series in road number differentiates different locomotive classes and sometimes manufacturers.
Eg 27xxx and 28xxx are WAG7 made by CLW whereas 24xxx series WAG7 are made by BHEL.
3xyxx is WAP 5 and 3xzxx is WAP7
