But it is always justifiable from their point of view with their restricted access to resources and time. A lot of infrastructure addition, existing infrastructure upgradation, scheduled maintenance, man power addition & training should be the medium term plan of IR.
Zones and zonal officers should be rated in terms of operational efficiency rather than operational effectiveness.
