There is one option in irctc, if you login, using the new feature 'counter ticket cancellation'. If its a counter ticket then OTP will be received i guess, otherwise 'No OTP' i guess. I am not sure if it will send OTP even though if it is E-ticket :). There are complete instructions on the right side and it might be helpful with out using the final 'Submit'.
