The key word Mr MST is "VACANT BERTHS" If there are no Vacant berths???? Read the whole para fully and then draw your conclusions.. and don't take sentences out of context PLEASE ! That twists the meaning, even here the key word is "VACANT" that does not mean it is end to end quota. To give you an example, if TATKAL quota is going vacant, it will be alloted to GNWL. Does that mean TATKAL is also GNWL quota? NO sir, No. Or if GN Class is vacant, and Tatkal is full and waitlisted, it could be given from the GN vacancy, but that would not take away the TATKAL feature would it. The passenger would still have paid for TATKAL. It's a question of adjustment of seats and quotas. OR if TATKAL is completely vacant, then GNWL will be accommodated... it will NOT be left empty right ? ...
