Just like Konkan Railways have a Monsoon Timetable for Months June to October, similarly can't a Winters Timetable be prepared for months December and January for the whole stretch starting from Patna to Delhi to Katra to Amritsar to Ajmer to Bhopal i.e nearly Whole U.P and North India.
Is this feasible ?

It can be done....but fog is not like rain. Rain is almost continuous. Fog is not. Days when fog is less, late will be less. If fog is more, late will be more. If T.T. is set according to average fog, then it cannot be accounted for a higher quantity of fog in air.
That is the problem with fog.

And if someday fog is so less that train can run faster than T.T., then people will in return protest the logic behind creating Fog T.T..

December-January, specially 15th Dec to 15th Jan...Its the Peak period of Fog. At least this one month its a severe fog season.
Railways can provide a Slacked Timetable for this period of nearly All Premium trains and SF trains.

I know. But will take a lot of time and meticulous thinking.
A majority of people are still not ready to believe fog as a natural cause. So, it will have to tackle a lot of criticism.
This is the issue.
