Please note that e-tickets ALWAYS require ID proof of one of the persons on the e-tickets, whether it be tatkal or normal booking.
The rule regarding Tatkal no longer requires ID proof is for normal tickets, NOT etickets. This was a requirement earlier for Tatkal tickets, issued normally also.

The reason why e-ticket requires ID proof is very obvious. In the case of normal tickets, there is proper documentation in the form of a form filled in with details of address (even if it be false !) and a signature and a counter number issuing that ticket. This is not the case with E-tickets. Hence the need for ID proof. The i-ticket as it known, has some imprints on it which make its easy to detect as printed from the PRS.
In case of special checking squads coming in, they normally carry the stack of reservation forms to verify the passenger details, and even normal ticket holders are asked to show some proof that they are the passengers .. it can be any ID for them, an office letter, a visiting card, a photo debit/credit card, or even a ration card, anything which proves the name. They are queried about the address given so as to ensure its reliability. That is the standard process.
In the case of E-Tickets, ID proof is mandatory regardless of TATKAL or any other Quota.
I hope this explains the process and the reason behind this.
As I said, this rule has created some confusion about carrying ID proof. I always advise passengers to carry some ID proof while travelling, not only for this purpose but for other purposes as well, such as illness etc. It is in your own interest.

This rule is valid for tickets booked from railway reservation counter.
Because earlier when Tatkal scheme was introduced by Mr Nitish Kumar(Railway Minster that time) the rule was person must show an identity while booking in tatkal scheme, but later on this rule removed so you got this message.

in case of e tickets although the id proof is not required at the time of booking but during journey one of the passenger must provide an id proof otherwise all the passengers will be treated as without ticket.

i) First of all it is to be cleared that this website is private -independent rail info website and is not any part of Railways deptt.
ii) Your observation ... "No identity proof is required .... nor during the journey" appears on the IR website and nowhere on this website.

are like normal tickets and the difference is that of only levy of extra Tatkal charges. So for counter Tatkal tickets as such you do not require to carry any id proof but for e-tatkal tickets, similar to regular e-tickets, carrying of any one of prescribed id proofs is must and mandatory.
iv) Nowadays, in order to prevent a) touts from selling railway tickets and b) passengers travelling on third party tickets, the TTE's demand such id proofs whereever they are apprehensive of or the cirucumstanced demand such id proofs.
v) As you have rightly mentioned that .... Not on the IR website but in the ticket, it is mentioned for such id proof and hence one is supposed to peruse fully the travel requirements and hence ignorance may not become excuse under this situation.
v) This is better for improved civil society life and it's always better to carry id proof with 2-3 zerox copy - preferrably and id- photograph etc.
Make it a part of the journey kit.
