Shortage is probably the reason. There is no dedicated ELS in the peri-pheri of Mumbai or Pune. All the WAP class locos seen in the region come along with some train and go back mostly with the same train. There are no new or spare locos to be given to other trains. Only a few WCAM series locos are left with KYN shed out of which few are doing banking duties in the ghat section and few others are hauling express trains like Udyan, NCJ-CSTM Exp etc.
