Try this, direct connectivity for NF trains to Grand chord avoiding major districts of Bihar, faster trains probably(except for 100+kms)
aisa kuch nahi hai.lalu ne kolkata ko bohot kuch diya tha.Garib Rath diya,jansahatabdi diya,bohot si express trains di north east ke liye,kuch projects diye.aur sabse bara Pura ka pura Kolkata Terminal station diya.kolkata terminal se jitni train hai 30+ uska pura credit bhi lalu ko hi jaata hai.saayad hi ek rail minister ne doosre state ko itna kuch diya hoga.
Badle me Mamta banarjee ne ne Bihar ko kuch nahi diya.ek shalimar patna duronto diya aur kuch 2-3 trains.yaha ka jitna doubling new lines ka projects tha sabka paisa kolkata me laga diya.new budget me bhi paisa milna band ho gaya yaha ke projects ko.

Bahut new line banane ki zarurat padhegi aur kuch gc bhi mere idea ke liye. Fir bhi Mai Bata deta hu, new Delhi- Moradabad- Bareilly- mailani- bahraich- Jharkhandi- Anand nagar- Valmiki Nagar - Muzaffarpur- Darbhanga- baki ke lines straight hai atlas me aap dekh sakte ho till new Jalpaiguri. Idea yeh tha ki south ke west me Konkan aur east me Chennai Kolkata line kinaare se jaati hai. Vaise hi north me aesa kuch nahi. Toh agar aesa hua toh border areas Ko kafi fayda hoga. Troops jaldi supply Kar payenge. Aur ek alternate route bhi hoga Guwahati tak jaane ke liye Delhi se. Just my idea. I don't know if you'll like it or not.
