You are correct, all depends on election scenarios prevailing in a particular state, nothing to do with railway rules and regulations
* If cost of a stoppage is 24500/- Rs, then revenue of ticket sold should be about 10 times this cost, because not only the cost of stoppage, cost of running has also to be covered along with a small profit.
* On many routes where there are several trains, some trains should skip many stations during odd night hours to save money as well as journey time. Sectional capacity also increase in the process.
