Maybe to compensate for transfers of WDP3A(though less in number). Or my guess is that SR might be trying to expand ED's capacity to hold WAP7 locomotives by giving few locos to ED DLS. I think ED DLS and ELS are separate entities. Arent they?
Then what happened by the transfer of rpm locos to ed ,it has gone by some express right similarly it may b happen I think, a brand new loco should be subjected to some test so it may b pulled along with a wagon but in this case a loco has undergone some test in its first shed so let's see what he is telling
RPM to ED is intra-zonal transfer. Usually locos that come with Eastern side trains haul only till VSKP. From VSKP, fresh loco is given. Chances are sleek that the same loco will reverse and haul the same train. Lets see.
They are different locations , there is big difference in distance
DLS comes before ED that is west (towards TUP-CBE) and ELS comes after ED that is east (towards SA)

or maybe ED is acquiring EMDs. IRFCA shows GOC WDP-4D 40099 in ED
