Very Sad. We are unlucky and going back where we have started.
To be frank , we Indians seriously dont deserve such kind of facilities. It is indeed a long way away for us Indians to improve on civic sense.
Having said that, considering that Indian railways carry different kinds of passengers from varied income groups etc, railways could have possibly thought about all this before and gone only for minimal upgrade rather than having all features in the beginning itself. Maybe they could have waited for few months to look at how facilities are being used/misused. Fittings from toilets etc were also being pilfered earlier and they could have probably looked at those as a warning sign !
