hai , suppose we are taking sleeper ticket during day time(not reserved previously) can we ask a reserved passenger to give us seat if he is sleeping during day time?
No, u cant!!!!
How can u ask someone, who has paid for the seat to get up for u????
Instead, if u find any seat vacant, u can use it or request some1 to offer u sitting space!!!

but we have also taken a sleeper ticket, some says one can use berth only before 8am and after 8 pm, is it true?
Its for middle berth.
If u have reserved ticket & hold middle or lower berth, then during day time, u can ask the fellow Lower/Middle berth pasenger to let u seat or slide middle berth below!!!

You may have taken a Sleeper ticket, but that does not entitle you to enter a RESERVED coach, unless the TT permits you, and he can permit you only when there is a vacancy.
Note that elsewhere on the blog I have said that Railways "May" allocate sitting accommodation in Sleeper Class/other classes upto capacity.
But that has not been implemented.

i) There is no question of asking another passenger for your own reserved seat.
ii) Sleeper berths are for each passenger (6 passengers) under 3-tier sleeper coach and all 6 have sitting rights in the day time on the lower berths....
iii) The railways intention is to provide berth / sleeping accomodation between 9.00 pm and 6.00 am hours only.
