All 3 phase locos already have a cruise control mode where the onboard computer locks the speed and maintains it within 2-3kmph of the locked speed.
For conventional locos, the control is largely managed by the Loco pilot, so having a speed locking system will require a large scale redesign of the locos' control systems, which at this point, is not really feasible considering that conventional locos are no longer being produced and are being gradually taken over by 3 phasers.

I still dont understand how it will impact the on time performance of trains ?
They could have taken cushion from the difference between MPS and Design speed of the track !

* Recently, IR has planned to increased the run time of some trains in new time table to improve punctuality of these trains. Now IR has reduced the MPS of trains by 5kmph i.e. 110kmph to 105kmph so that LPs actually does not actually cross 110 kmph!
* It appears that drivers are now supposed to run slower at 105kmph instead of 110kmph and they will not be penalised if they overspeed within the range of 106-110kmph

It has got to do with how the TT's are designed.
Normally, when a schedule is being designed, first they assume that the train will continuously run at the MPS for the entire stretch between 2 stops, and come up with an initial schedule. Then they will add buffer times everywhere to accommodate the speed restrictions and other constraints.
Despite the added buffer, the assumption is that the LP runs at MPS everywhere possible. Now, in practice, depending on the route, the LP's may...
