But other day I saw some WAG7 loco (not exactly CNB one) shunting the same humsafar in KUR towards BBS as there is no vacancy in BBS coaching yard...

May be. But the loco which brings hs from vskp is also incharge of shunting it too kur . Even rakes from Puri CDO can be seen lying at kur , eg Puri - Mas .
