Same I am also thnking to send a proposal for a train from Amritsar to Kolhapur and Amritsar to Bhagalpur . And what is a procedure to send a proposal to the respective DRM.
Create the proposal in the same format in MS word. Take the printout and submit to DRM Office with your letter of new train request.

For Kolhapur - Amritsar you have to submit your proposal to DRM Pune or DRM Amritsar. Intermediate divisions has nothing to do with this proposal.

One question here as per our choice can we submit this proposal to any of the rail zone of the destination. Either CR or NR ?? and secondly how to send these proposals to the respective DRM's.
