"आज शताब्दी एक्सप्रेस से ग्वालियर से भोपाल जा रहा हूँ । विदिशा आने वाला है । कोच नंबर सी 12 में हूँ । ग्वालियर से ही इस कोच का एसी खराब है । मैकेनिक भी इसे ठीक नहीं कर पाया । बता रहा है कि जब ट्रेन भोपाल से वापिस नईदिल्ली पहुंचेगी तब एसी ठीक हो पायेगा । क्या रेलवे उन यात्रियों के कुछ पैसे रिफंड करेगा जिन्होंने कोच नंबर सी-12 में इस भीषण गर्मी में यात्रा की है ? जयहिन्द । " - My Relative

This happened with my relative (He's 74) today, when he was travelling in BPL Shatabdi from GWL - HBJ. He was not aware of AC Failure rules. He posted on facebook too, but I dont think he mentioned railway officials.
Yes, you and fellow passengers of coach C-12 will get a refund. You need to get the certificate from TTE or the Train Guard for processing your refund.
Yeah i checked the rule just now, too late now train already left HBJ. Filed a complaint though, Let's see.
