Today my friend travel in falaknuma express from SC - GNT.The general coaches are overcrowded.So many of the people are getting in their reservation boogies in this train.The TC is taking money from the passengers and gives them a slip and those passengers are put into in the sleeper coaches.

No. It is provided to upgrade your GS ticket to SL. There could be dozens of WL passengers, plus these upgraded. They can travel, but will not get any berths. These days it is very common. At stations like LTT & NGP, TCs roam platforms and trains' SL coaches asking like vendors to upgrade tickets from GS to SL.
