This shows intent of the "youth" at getting a govt. job (very secure one at that) earning salary, perks while not doing any serious/responsible work. Last heard, these "youth" were ready to part with Rs 25 lakh to get the job. Hope under the present government, this issue gets resolved and correct candidates get the job. As is, all present govt employees (including banks and railways) are fighting for less work, even lesser responsibility and more pay.
