Sir, the main reason is we focussed only on developing high speed locos while signalling systems improvement was ignored. Tracks upgradation also didn't grow that much comparatively.
Remaining of the floundering was made due by politics in distributing stops here and there. That much that what a wap-1 did in that era ..a wap-7 is not allowed to do now.

I agree. Also, too many politically introduced trains are choking the existing tracks. Every MP wants a superfast train from Delhi to his/her town/village.
