Like the other member said, this doesn't mean much right now.
Zones like SWR, NWR etc were announced in 1996. Some staff and officials were deployed and some buildings too were constructed, but the zones became operational only in 2003 after a formal notification from the railways
This is what the other member is also saying. No matter what they are reporting and doing, none of it will matter until the railways actually issues a proper gazette notification.
