Now the whole process is completely change, even specifications and few designs..
This time international tenders with fair play..
1st rake to be out in october november then testing by various dept..
Tender process will take 3 months approx means till march april

Specifications and design change must have been provided by ICF itself based on feedback. Given it was a complete Make in India thing and International bidding that could have been done without stopping ICF work

tender will be like same as alstom, siemens, bombardier company type
1st take their technology or things then open a plant in India to manufacturer that product in india under make in india scheme..
Not as just importing things from foreign which will cost more and no benefit to govt too
