As per report more than 65lacs waiting tickets have been cancelled this year. Railway has earn a great revenue from it. Now as per census 2011 Gwalior has population of 12 lacs and Jhansi has only 5 lacs. SO Passengers from Gwalior will more ,waitlisted tickets will also be more. So revenue will be more.
On the other hand Jhansi is Divisonal headquarter. Where many times I have seen passengers are railway employees who travels on free passes.
Thus decreasing revenue.
