Agree to your point people come first, if no people who will use trains. Better to convert few trains into hospitals. I had a doubt that which will get convert quickly into hospital like normal passenger coaches where sleepers has to be removed to accommodate one bed per coupe, or coaches like Parcel Vans, or Freight train rakes like BCNA, BCNHL, Containers with AC and ventilator fitted and making them as isolated wards.
Even before 2017, CR had an ambulance on wheels that would go to remote areas and stay for a few days so that patients in surrounding areas could avail medical care. So railways (if wish) could convert its AC sleeper rakes into ICUs with little modifications.
Only problem would be taking stretchers inside coaches to their beds (berths). But those who can use wheelchairs can easily be accommodated. All pit lines have water. Pantries as makeshift clinics could have water purifiers installed. The pit lines also have limited access, so more convenient than platforms. AC ducts could carry oxygen (with little modification) to each bay ventilators. HOG loco at the far end could supply electricity.

Yes really helpful in remote areas, where there is shortage of hospitals and beds.
Many doctors are now raising questions on government on how can car manufacturers manufacture a most critical medical equipment like ventilators. Where the big companies in world that manufacture Ventilators currently take 3 to 4 months to manufacture and test 1 no ventilators the most critical medical equipment then how can a car manufacturer manufacture so thousands of ventilators in 1 month..... Doctors r saying these r just gimik and nothing else and doctors say who will take responsibility if patients die because of these kind of ventilators when put in service. Government must think seriously whats doctors are saying about it as this is fight against Corona virus, a little fault can cause havoc in India.
