Though i have mixed opinions, some trains in passenger category badly needed express tag because of its caterance and need of better augmentation of coaches, drastically decreased travel time with removal of some halts, etc. Some which have split and local caterance need not be converted into express. So it solely depends on that particular train.

Passengers could be converted into express with avg 40 speed
Siliguri to NCB express/SF takes 3 hrs but passenger take 7 hrs with 25 km/hr

Yes, even i agree to you here. Better could have run these trains as passenger only as literally only slack time at some stations were cut and fabricated and this express version of certain trains like 16219/20 did not make much difference. But if speed up is nominal and reserved accomodations are increased, yes this should be a good move.

Passangers should remain passanger.
There should be a rule of 45kmph avg speed for M/E Express.
