Look at the first page. The RTI filer asked 3 questions. The railway people said that they didn't have any data for the first 2 questions. And the third question is a list of all IRTTC proposals discussed between 2016 and 2020.
So, this document is just a list of IRTTC discussions for the past 4 years. Unfortunately other people are thinking that this is an approved timetable change for this year and are already fighting in the forums.
