Yes, It's really sad to see It has been slowed down between Jhansi-Nizamuddin.
I personally believe the timings of Uttar Pradesh Sampark Kranti Express should be revised from NZM. Begining it's journey from NZM 2330 JHS 0530 MKP 1200, and return at MKP1730 JHS 2330 NZM 0530.
Shifting 12448 to slot of 2330, will provide him better prestige, regain lost punctuality and preference and also avoid clashes with SBC Rajdhani and Andra Pradesh Express.

I think that, post covid 19 the timings are going to be as it is. Beacuse the previous timings of 02447 i.e (17:25 dep from MKP) were clashing with Prayagraj DADN MHOW Express. That's why they have again restored the old timings of dep from mkp i.e 17:05.
I completely agree with you, with this current timing there will be two benefits :-
1. There will be no clash with Prayagraj Exp at Manikpur.
2. There will be no crossing of UPSK and Bundelkhand Exp at Orcha which is single line.
But there is one problem, Now UPSK will reach Jhansi at 10:25 PM which is 45 mins before time as compare...
