If NTEs timing is correct ,TN 02621 is doing 120 right now today as speed sanction was issued y day

It looks like brodcasting NCR approval to WCR. They haven't mentioned approval in WCR. May be WCR has crew changes at ET and BPL for many trains including TN. So, to have 130 MPS crew it would have been broadcasted.
