ICMS cannot be used by Common people
Only crew peoples with ID and Password can use it

Before indo-china conflict ICMS was accessible i have used it plenty of times by with a specified link which was already accessible for crew people, after indo-china conflict , ICMS now it is not accessible for normal people also.
