The regular train also has the short CC. It depends on the Parent CDO's capacity as well. For this train it is at Nangal as per the regular train and even if it's not the case the trains themselves were introduced to keep the CC shorter.

There are few trains whose CC's are smaller too! example Purna to Patna Weekly Express and Calcutta to Patna Garib Rath Superfast etc. (if any).
