dharmawaram-katpadi doubling was proposed but I'm not sure if RoR is tempting to start the works

Dharmavaram Pakala doesn't need doubling but Pakala Katpadi needs doubling as there are many passing trains from Tirupathi.
may be they are planning it as analternative route to Tamilnadu/Kerala by avoiding routes via bangalore or RU?
just a correction dmm-katpadi doubling is canceled by railway board because of negative RoR
