Current LHB 3E with GR fare is good, IMO. But, at current fare structure it holds no merit.
IR won't provide GR fares to LHB 3E. Fares would only go down if they are able to fit more people in the coaches.

Kisi ne Chennai High Court mein PIL daal diya tha aur High Court ne GR ko Humsafar mein convert karne ko unethical bata kar ruling diya. Isliye woh decision rollback ho gaya tha.
