While checking pnr status - the status shown is "WL 438/WL 140". Could anyone explain what does it mean?

Highest WL booking upto 438 and your current position in WL queue is 140. You need 140 cancellations to have atleast RAC and atmost CONF ticket.
WL 438 denotes the position when you joined the waiting list
WL 140 denotes the current positon. The number has reduced due to cancellations/confirmations. At the time of Charting, the original status will be displayed.

It means that while you are booking the ticket, already there was 298 cancellation taking place.
Yes correct. 438 actually means the highest position that WL had reached at one point of time.
