I guess may be due to RB wanted the three lines between allahabad and banaras managed by three different zone to distribute load.

NR is not able to maintain BSB. NER can handle BSB better than NR because it has a division in BSB. BSB and the nearby lines should go to NER for its own betterment and better management. Same story happening in Lucknow where NER is able to take away NR trains just because it is able to manage them better.
BSB should be included in NER.. NR is doing nothing except mismanagement.
Already the city's revenue is getting divided into 4+ more stations. BSB (NR and NER seperately), BCY, BSBS, DDU.
