If first AC Ticket is downgraded to 3AC ( 1AC Coach is not attached at the date of journey) & the passenger has completed his journey. Can he claim the amount equal to difference between both classes fare?

Yes, if its a E-Ticket Deferential Fare will Refunded to your Account Automatically.
