Seems fancing work effect
Fencing doesnt effect speed. Trains are running @ 130kmph in other sections too without fencing.
Fencing is being done for upcoming 160 kmph upgrade. Most of the Indian railways route does not have fencing and trains operate at 130 without fencing.
